Guys,
are you trying to balance SOLO Mesmer/Gropho/Seth? Cuz its only one possible way to balance them. Where did you get that Ictus?
By the game design, it's yellow -> blue -> green, thats damage/resist side only. Now about weapons and tactics.
Yellows have racial bonuses to resists, so Gropho have lesser changes to kill it with plain firing. But they have no LoS issues so they shouldn't just stay and shoot in an empty field, they should use theyr advantage. and to make it easier, they probably can have more slope capacity to get in a hideout.
Seth atm wasting his accu pretty fast due to high lasers ap consume + high dps. So possible fix may be in decreasing theyr fire rate, but increasing theyr damage and range. So they may don't need theyr shields and use racial bonuses to resists. They also can be slowest h-mechs aswell as an additional compensation.
And now Mesmers. Atm blues are faster, so lets use it. Let them have high speed and probably high fire-rate but less range.
Summary:
Grophos can get in unpassable for other h-mehs terrain.
Mesmers can quickly get in a medium or short distance and rapidly fire (magnedarts may need nerf...or may not )
Seths are slow but they can snipe.
Thats not a completed balance, just a possible way to go.

Each spawn that has buildings around have such issue. In most cases it happens when mobs are returning back to theyr spawn after following you, and theyr walk-through-walls flag turns off in a middle of building, how BugSplat says. So they start to walking there and back again in straight line. You're able to hit them while they're out of building but thats 1-2 shots and they're returning back inside. Also you have a little chance to get them out of there if you get close to them and lock.
Make the whole building inpassable, or implement better path-finding mechanism for them.

Definitely there is omething wrong with buildings - mobs just get in and stuck there for random time, making themselves invulnerable. That spoils assignments and farming. Do something with that, please.

What if there will be some special bot for it? It drops some beacon a your island, tha will be entrance. Then you move your bot to a destination point and everyone can jump in. As a result you get more chances being sotted and/or intercepted => more risk. This bot can be expensive and carry no weapons, his beacons/beacon charges can weight a lots to force you having only 1 such beacon/charge. Each beacon should lead only to his owner bot to prevent any pre-arranged jumps. Beacon should stay alive until owner-bot dockup.

Slow reset sounds interesting. This is how i see it:
You have Navigation at lvl 10 and want to reduce it to 0 (hehe why not ). Last level costed you 6700 ep and you've raised it just right now. To reduce it to 9, you should wait 6700 minutes first. After reducing it to 9, you should wait 3015 minutes, etc.
So the whole idea - each level af any extension should be not "younger" that it's cost, and time should start from last change.

Still, combat missions + plasma selling will bring you more than a courier missions running.
And it's much more fun to pew-pew than a hour-by-hour pushing one button

When i was closing DoY, there was some funny bug. When i've logged in after a long time, i've realised that i have 0 on corp vallet due to some corp storages still exist. Theyr payment was outdated already so i decided to close them...and was unable to do it. However, they did work correct as usual.
Don't really know if this bug is still present. Last member of DoY, current CEO, is hard to catch so i don't know how the things going on atm.
Seems there should me some mechanism that locks storages with outdated payments, or even delete it in hard cases. If not, it can be used as an exploit - keep your corp vallet at 0 and you will have free storages.
