- choose "gameplay" tab
- use larger fonts where possible (mainly the chat text characters will be larger)

It's true, molecular instability and syndicate protection are two different things. Only the latter one means that others can't harm you. It just became clearer in the help under "The terrain and the rules" section.
The current form of roaming 'Grand Observers' works exactly like this, appearing at a random place, random time and thus can cross an Agent's way.
