if you want make hardcore for fight mission, i tell how it make.
the easiest way: not share the mission of the factions. one mission all three factions. then the ERP tactics will work worse and we get a new level of complexity (This first step is to get a situation similar to PVP)
p.s. better rather to make the player to choose which faction will be mission

I tried to use. the best tactic for Gropho ... RUN, the farther from the NPC better. impossible to make Gropho tank for missions

and my opinion: the remuneration for the 5lvl missions should be 7-8ml nic. and more if you change the difficulty.

I haven't tried current lvl5-s on live, but these ones seems to be quite difficult, even with maximum extensions, mk2 heavy and T4 equip. Because mobs are spawning very close and lauching a lot of various EWar and DPS
For the same time there is an easy way to kill them. But it's doesn't look right or fun: run from them by the nearest highway, so they'll unlock you and return to their field. Then return to them and kill one by one like any other orange NPC. Or use any other means to escape, like faster bot or take an Arkhe first
I think both of these extremes aren't very good. It may be much more interesting if they'd spawned somewhere else, in a distance. So it'll be possible to plan an attack carefully and keep distance with long range weapons
need fit for 5lvl?
I said that it's easy and all of the job fighting 5lvl, easy to perform for one heavy mech mk2
Now only tested mechanics, balance will be changed

Yup, remove liquizit and HDT from Alpha and move them to Beta only.
In 2 years the current stockpiles might deplete enough for there to be a demand, but at least it's a start.
you really think what resources you need to fight? if you don't have? U from usa? where resources = it's dangerous. this is the only factor to go for pvp?

Only active modules may cause the NPC to follow you, for example ewar
if you stop acting against the NPC, they have released very soon.

2 hour non stop farm ~40-50kk nic. for 4lvl place

Now count how (OP) long it takes to get this level of farm ... (1year and more without boost)
it's a decent income for agent higher level. you just need to get rid of botting (if it exists)
because the game has no new users, and farm not a mass phenomenon. then I can confidently say that the "war Botting users", use whining for developers, aimed against certain agents.(lately I see no more than 4-5 Farmer in the game). Think now ...

1. Remove ALL static spawns from Alpha.
2. Remove NPC explosion-damage destroying loot.
3. Implement kernel-buy orders that activate when corp-owned Beta outpost (nothing in NPC terminals!) is at 100
4. Adjust plasma price to 275 Alpha/325 Beta NPC and Gamma/375 owned Beta outpost at 100 stability.Less incentives for botting and hiding on Alpha, more incentives for playing the game and competing.
5. and leave just one island - PvP
