Yes but that affects everyone equally. Total EP amount is a key difference between new and old accounts.

The only solution we could come up for this so far is to let the server reset all artifact locations daily at a specific time. Not sure yet whether this is technically possible at all, but it's on the todo.

Can it be unhardened?  We were next to helio plants trying to plant more and kept getting a *** you tile not suitable.  We tried for an hour three people trying to find a spot.

It was a short network outage near the servers.

So apparently there was some internal misunderstanding on our part. The servers are still in Rotterdam, we just reduced the number of machines as they were nowhere near to being utilized efficiently. Sorry for the confusion.
