You have to allow an Officer's Slip to be inherently better than a T1 Slip. Even a range T2-T4 would feel better. Even replacing T1/T2 on those tables with currency and/or tokens would be more productive.

I know this a no-no, but has it been considered to do a re-launch with wipe?

The new mission system doesn't matter one bit as long as the persistent corps remain. When you can't get anywhere without being part of one of the few corps that literally control everything. I want to come back and I want to play... but I also know stepping in that everything is both spoken for and crazily defended.

So I stay on Alpha and mine or PvE or whatever... I imagine a lot of players have a lot less patience than I do even when all I'm doing is coming back and checking forums for the promised monthly update that never gets published.

Sure... anyone can put in time to code but what do you do when the subsequent bugs start to pop up? Coding is easy, but balancing is much tougher. Adding any vertical content (as awesome as that would be) would immediately throw things into even more of a mess.

At this point there's an argument to be made for a few revamps followed by a wipe and reset. Either that or find some crazy NIC/mat sink that will even the field a little more and shake up anything. Hell, with the pop numbers a rebalance to make betas truly into solo/small gang PvP content would be smart.

But in any case, giving the kids with all the toys more toys isn't as much fun as giving players a real reason to wreck those toys so they'll need more. With the sat-on NIC/Mats out there, the idea of scarcity has become somewhat laughable for many groups.
