I honestly am not sure what you mean here, the difference between level 3 of a skill and 5 will be the same no matter when you raise the skill, so claiming that a person that takes 3 early on will spend 200% more EP later on is wrong.
Are you trying to say that over time your skill points do not go as far as early on in the game? if so, then yes you are right, the higher the skill goes, the more points you need, but it costs the same now to raise laser 3 to 4 as it did when the game opened, and it should be the same in two years (barring patches, tweaks, etc.).
You will always be spending the same points as everyone else, it does not scale on a percentage, although, you are right, you lose a week of time if the skills you picked for that week are wasted. You will always be a week behind, but you will not fall further behind unless you make further bad choices.
Over time this difference should actually effectively get less, that weeks points will have less and less impact on the difference between you and another player the same age.
