Both skills raise the effectiveness of ECM modules.

Do they also raise the effectiveness of ECCM? If not, does anything else?

no and no.

eccm range from 130%-145%. Massive counter to reliability of supression and pretty much makes ecm a complete waste of accumulator. Don't think they need buffing any more.

hmm, is the description so unclear?

Each level of this extension further raises the EW strength of ECMs and sensor suppressors by an additional 3%.

I don't know, I read it on forums and can't remember which. A few descriptions for a few extensions arn't entirely accurate.
