Topic: Ability to upgrade Structures

Replacing for a higher tier structures is a PITA to say the least.

Suggested change:

Remove T1 & T2 requirements from manufacturing.

In order to upgrade place T2 or/and T3 foundations on an already built T1 or T2 structure. Extra construction charges  depending on upgrade still required.
