Topic: Module cycle even if target is out of range
If the selected target is out of the modules range, the cyle time will be activated.
this applies to all modules that need a locked target.
didnt check if power is consumed for that cycle.

accum is consumed for this cycle, however no charges are used. . see new bug report.
