If there are obstacles, the new NPC AI just seems to freeze up and stop doing anything.

New NPC path finding is very like player. If it hits a wall it breaks forever more.
NPCs should recalculate their path finding more often or have a better path finding algorithm. Whichever is causing them to get stuck.
Should be now better with the latest AI.
NPCs now stop moving when they get in a happy range.. No attempt to take cover at low health or even to move towards target in cover until in range. NPC path finding is now very linear but they don't get stuck as easily and find new paths whenever you can.
