Even though it is open worldish on the level where people can go anywhere except random locked outposts that until recently, people were not using, and ofc the red NPC infested blue gammas.

He's trying to troll you. He is saying he can go anywhere in game but locked stations he's not not supposed to be anywhere and then he makes an inactivity jab. Also he knows roaming npcs are not respawning on beta/gamma but doesn't report it.

bots on gamma just don't respawn as fast as syndic in his fat brown bot, since they can't spark-port

Respawn only Arkhe on Rhaoshan. 
I had an entire pack of reds respawn directly on my face when I was mining once.
We found the bug, deploying a fix early next week (along with the plant and turret fix).

whats the spaw location condition? they randomly spawn anywhere no matter if there is a player or not?
