Maybe it is bug, not balance, but a level 0 Industrial assignment require 2h for RE task is totally out of balance.
It is not only that you need weeks to reach next standing level with that long lasting assignments, but you can also never reach bonus multiplier if you spend not a real lot EP in RE time reduction and reputation management

Why should industry assignments take considerably longer than transport missions? You still have to undock and collect items.

IN that case check also Fabrication time. I think 20 min is acceptable but for level0 also a bit out of balance.
Complex production level 3 has same issue with RE time. It seems RE tasks are always out of scope.

I'm serious, letting you wait for it doesn't bring any challenge, it's more like a punishment. Non-mission production times are there to throttle actual manufacturing, but there is no point for that in completing missions.
