Oh it needs to be physically higher up and not downwind from the normal forums, this way the stench of the great unwashed masses wont waft into our lounge and disrupt of discussions on success.

No its actually be discussed quite a bit during our elite morning "coffee talks" in teamspeak.

There really should be some reward in posting abilities on the forums (or at the least a VIP forum section) for the higher end players to discuss politics, success, and the every day stresses of being so damn successful, without interference from forum alts, new players who are clueless, and failed veterans.

Perhaps having a sub forum for those corp tags who one a beta station would be a good start, it might motivate people a bit without any effort on your end, until at least you can fix the reward mechanics a bit.

I do like to note that there is nothing stopping players to make privately oeprated and founded forums outside of the game infrastrcuture. I would guess the main feature misison gwould be the ability to be certain of an assocation between a forum acount and a agent.
