I posted a question on the STEAM forums about PvP and no one answered at all in 4+ hours so I checked the Sony forum:

The focus of Landmark is on the players gathering resources to create RPG elements that can be used in EQNext.

At the moment, official dev discussion about combat is being withheld until SOE Live (about one month away).
Dave has said that PvP combat will be introduced first, while they continue to work on AI for NPCs and mobs.
We're expecting PvP combat to be implemented by the end of August. No clue what challenges may cause a delay.
