Good luck keeping them operational.

I see what you did there - obvious troll is obvious
tl;dr - If you want restrictions and hand-holding game mechanics, live on beta.
This only holding true if the said largest group is also the a good group at play and can build the perfect deference and run the perfect offence.
But im sorry was gamma supposed to be free candy and icecream for everyone passing by you OP looking for a freeby weeby?
Or was gamme meant for the big boy toys and the ones wanting to risk something for even greater reward?
You wanna run by someones base and play station games you all know where beta is.
Weekend Warriors, undocking only with mk2 heavy mechs need a base that can hold at least 5 days a week without manual input

Players build bots, then risk them going to do PVP.
Players are going to build structures, that will be at risk to PVP.
If you don't want to risk your bot, you don't undock.
If you don't want your PBS at risk, don't build it.
Seems fairly simple.

If it was so obvious, why did you feel the need to point it out. Probably because you want it to be a troll, but it's not, its choke full of retorts to the turtle concept.
But feel free to actually address the concept of how OP it would be for strong forces to have a turtle base.
