its called dimishing returns, and prevents for Bonuses that are decreasing something, to turn into negatives or zero.
its not very uncommmon.

heavys only got those two weak points - sensor strenth and... they are expensive.
and check the numbers
small bot = 120 HW³
small ewar = 100 HW ³
Assault = 100 HW³
Mech = 120 HW³
Ewar Mech = 125 HW³
Heavy Mech = 85 HW³

in most cases its x*(1+bonus) for increasing effects, and
x / (1+bonus) for decreasing effects.
in very seldom and special ones its x * (1-bonus)
not a single unlogical rounding bug...
