The kernels contain so called techlines, in each techline there are the modules in tiered order. When you research, the server randomly pick a techline for you for each kernel, and increase its level, and by that you may unlock a new item. If the server pick a techline that is already at max level, the kernel can't provide any useful information for you. So when you reached the t4 in most items, you will higher chance to fail each time with the research.
Different kernels hold different number of techlines, some techlines only appear in higher level kernels only. And the total number of techlines is close to 100, and increasing as we add new toys in the game.

We will fix it as soon as we find out what cause the problem.

EW light bots' strength is not the EW itself, only their speed (and that will be nerfed a bit), and only the speed matters, you can engage in combat when you want to engage, you are not forced to fight, until you want to. And if you got ganked by nonewar light bots,  actually you would  die even faster, their dps is about the double of the ewars, and they could still run behind cover, or run out of range when get targeted (and much cheaper!).
I remember a time when there were really strong EW, and there was a Kain without LWF restriction.

Confirmed, intended.

There are techs that you wont be able to research over a given tier3 from the faction's kernel, while other faction's kernels of the same type let you research further.

This is an enabler extension just like the faction robot control extensions with their 1% rate of fire and rank 9 . It is never meant to learn high, it saved up for later ew content. To make your accu stable there are already extension with lower rank.

You can look at the bonuses in this way:

all resist bonus +5%
or
ew ap usage bonus +5%


in this case you would count 1 line for bonuses and still the results would be the same.
