I think more skills, and less overlap would be good. Both as an EP sink, but also to make it more fair to green pilots who are in a crosstraining disadvantage today.

Or just make the EP gain depend on # of mining modules, preferably along with a nerf so an afk hauler makes like 1/5 of todays EP.

I think Rovoc is right,
Look at the population charts, every time new content is released the population grows with both new players and returning vets. But then there's no new content and no communications from the DEVs for a VERY long time, and the game slowly dies.
I think its better to push out content such as modifying existing bots to make mk3's, or special bonuses etc. Just make as much content as you can with the available resources, rather than trying to make too complicated features that either take too long to develop or simply turns out to be impossible!
With the current state of the game, perfect balance doesnt matter!

The game only needs content, then players will both come and stay.
If resources are sparse, just reuse existing models to make mk3 bots etc... add a few extra islands with different content such as big NPC spawns etc...

I dont see how an EP cap would give any extra incentive to play the game. Adding strange "features" like this that only affect VETs who have 200k extra ep seems like a waste of DEV time that could be used to actually create content.

Make different kinds perhaps, both smaller that can be hauled in a sequer, but also bigger and more valuable ones that require a scarab mk2, thus giving an opportunity for both a nice profit for the one that collects it, but a really juicy PVP target.
Preferably the SSD would only last a set time after beeing picked up aswell, to further grant PVP opportunities while moved to the second beta island.

The buddy program, I think its fine to reward with anything you can gain in the game, such as NIC or bots or modules or even ICE. But getting EP would be very bad IMO, since it opens up too many ways of abuse/pay to win.
For T5, why not for example make the T5 rocket launchers have an additional 20% range over T4, but with 30% less dps or something like that?
Perhaps use the existing but today useless lower tier, and make T3 have a lot less range but higher dps, making it usable for going into short range brawl with NPC's? Such a change would make it so theres a use for all modules, and you actually have to change the complete fit depending on what you intend to do

I cant see the harm in trying to push out more content for the players, even if its reusing old models/mudules etc.
Personally I think too much time has been spent pleasing a few end game players, creating complex game mechanics for walls, terraforming etc... rather than more bots, missions, or content and alpha/beta mechanics to attract the big masses. Attract the care bears and you will get content for PVP'ers!
