The server is generally seperated into 2 time zones, US and EU. If your a PVP corp and want PVP in your timezone, your choices are limited.
Then you have a choice, between roaming to find targets, or waiting for targets to come to you.
Waiting is for suckers, so you have a situation where agressive PVP corps have to go out and find fights. And they're going to go where they hope fights will be, which happens to be in the outposts where the occupants don't go roaming.
More people will make more targets, so no single outpost is over hunted, but that brings us right back to the original issue.
And agressive PVP corps can't just sit around and do nothing, or their players get bored and leave the game. They can't continually camp in outpost, or they get bored and leave the game.
How ever you slice it up, the game needs more players (and more corps out on beta). Figure out how to get more targets on beta, then no one will get camped (unless they become the target of Jihad) and everyone will enjoy the game more.
Edit: The outpost pressure shouldn't just be from beta to beta, the real pressure would be the current outposts being worth having, and taken, so alpha corps will want to come out and try attacking them; which lowers the waiting time too for agressive corps.
