i can tell you what the issues are, mostly:
1. modeling somethign (easy)
2. modeling something ready for a game (some are talented for that)
3. texturing (most fail at that)
that was the easy part, now the tricky ones:
4. animating the bots, always compatible with the existing external modules (weapons and such)
5. porting all that into the game, fix glitches
6. DEV Alf

the later three points are especially hard for something like the shiva concept.
to anser the topics main question:
how can we make it happen?
CRM/BoyC coding an API that creates compatibility with industry standards, so the game accepts fully textured, rigged and optimized Models straight from 3DsMax or Maya, without much need for tweaking within the game engine.
