well, someone corps could put a fraction of their t1 structure assets on the market for seeding.
T1 isn't worth much anyway.

Ville: if you tell us which character and which island your artifacts seem to be in the water then we can check it, but we are unable to find such artifacts.

Long ago, Kent had no harvestable plants, the Devs fixed it but it had to spread naturally from highest elevations to lowest, it's possible you have the same effect on Gamma Ville. Check and see if the elevated points have more plants. It will probably take a month or 2 for the island to be covered.  If the same system is still in effect.

wrong perception.
once plants fertility was limited to a specific terrain height which worked perfectly fine for the initial islands.
when they added alpha and beta 2 islands, they had a much lower average terrain heigth and only the tips of the hills had been fertile. the elevation limit was widened with a patch and then they grew everywhere after that

BEFORE Devs fixed it Kent only had harvestable plants on the mountain tops. We complained and they said we would have to wait for natural growth which never happened. Finally when they introduced incubators for all plants not only did players plant them around outposts but also harvestable plants suddenly appeared everywhere on kent.

Natural growth was a joke. It never happened. Gamma needs intervention.

Yea Zoom oceans are mineral free, but they full of artifacts, i have chased down 3 different ones, either on little islands that we cant get to, or they out in ocean.  And this happened just now at the time of this posting.  Come on zoom, put the crayons down and fix the simple and obvious bugs in gamma. OH and could you do something about the forests. Did an ex minecraft dev help you do some coding or something?   And fix the damn plants....  again these are not hard things..kinda obvious, and you had how many months?
