No, the coastline is fixed and you can't terraform beyond that.

with the new slope limitation it should be safe to limit "no terraforming" to the "zero" level, aka sea-floor level.
If you limit terraforming so drastically with this release, you could give player a bit more freedom regarding the coastline.

If your problem with that is then passable terrain, make rule that its impassable for everything below the water level (for fun, you could allow scarabs one level deeper)

Jolly good stuff.

No specifics on any incentives to go to actually go to gamma though.

New Level 4 artifacts with a loot table weighted toward cortexes and combat MK2 CTs might be a nice easy one to plop in for starters.
And how difficult can it be to create Tier 6 NPCs for that matter.
